What Is PERM Labor Certification?

PERM (Program Electronic Review Management) is the first step in the employment-based green card process for most EB-2 and EB-3 applicants. The employer files an application with the U.S. Department of Labor (DOL) certifying that no qualified U.S. workers are available for the position at the prevailing wage. DOL reviews the application and either certifies or denies it. PERM cases DOL decided in Apr–Jun 2026 took a median of 14 months from filing to decision; the middle half took 13–16 months (50,911 certified or denied cases, DOL OFLC disclosure data through Jun 30, 2026).
