What Is PERM Labor Certification?
PERM (Program Electronic Review Management) is the first step in the employment-based green card process for most EB-2 and EB-3 applicants. The employer files an application with the U.S. Department of Labor (DOL) certifying that no qualified U.S. workers are available for the position at the prevailing wage.
