What Is PERM Labor Certification?

PERM (Program Electronic Review Management) is the first step in the employment-based green card process for most EB-2 and EB-3 applicants. The employer files an application with the U.S. Department of Labor (DOL) certifying that no qualified U.S. workers are available for the position at the prevailing wage. DOL reviews the application and either certifies or denies it — a process that currently takes 14–18 months on average in 2026.

Who Is This Tool For?

PERM Tracker is used by H-1B workers waiting on employer-sponsored green cards, immigration attorneys monitoring client case cohorts, and HR teams benchmarking employer approval rates and processing times. The data comes from two public DOL sources: the OFLC quarterly disclosure dataset (374,310+ cases) and the FLAG system, which reflects real-time case statuses updated within hours of a decision.

How to Use This Dashboard

  • Pending Cases — track which filing months DOL is actively processing and how many cases remain pending in each cohort.
  • Employer lookup — search any employer's PERM approval rate and filing history across all available fiscal years.
  • Green card timeline — estimate your full EB-2 or EB-3 timeline from PERM filing through I-485 approval, personalized by category and country of birth.
  • Salary benchmarking — compare prevailing wages offered in PERM filings by occupation, employer, and state.
