What Is PERM Labor Certification?

PERM (Program Electronic Review Management) is the first step in the employment-based green card process for most EB-2 and EB-3 applicants. The employer files an application with the U.S. Department of Labor (DOL) certifying that no qualified U.S. workers are available for the position at the prevailing wage. DOL reviews the application and either certifies or denies it — a process that currently takes 14–18 months on average in 2026.
